Select LocationA practical guide to filing a complaint with K-RERA in Kerala. It covers who can file, Form M and Form N, required documents, the ₹1,000 fee, hearings, appeals and how to follow your case online.
A RERA complaint is the official complaint to ask Kerala's real estate regulator to act when a builder misses a possession date, withholds a refund, or sells an unregistered project. This guide is general awareness and= helps buyers who wait months because they do not know which form, or documents apply. This guide walks through each step in order.

The steps follow the Real Estate (Regulation and Development) Act, 2016 and the Kerala Real Estate (Regulation and Development) Rules, 2018, with links to official sources. It helps allottees, buyers weighing a purchase, and sellers or agents who want to understand their own duties in real estate in Kerala.
If you have a delayed flat or a defect in a finished villa, read the grounds and forms first. Then get your documents before you open the portal, because the online form expects them directly.
Homebuyers, allottees and buyer groups and any struggling person can file a complaint under Section 31 of the Real Estate (Regulation and Development) Act, 2016. The Kerala Real Estate Regulatory Authority (K-RERA) hears complaints against promoters, real estate agents and allottees.
Not every project qualifies. Projects with a plot larger than 500 square meters or more than eight apartments must register. Smaller projects don't need to. Check for a K-RERA registration number before you waste time on paperwork.
Sellers and agents are involved too. A builder can approach K-RERA if a buyer stops on payments, and an unregistered agent can face a buyer's complaint. From my view: sellers and agents who keep written records of every commitment are better placed when an argument starts.
File when a builder breaks the Act or the Kerala Rules. Issues that mainly include delayed possession, refused refunds, changes to the sanctioned plan, sale of an unregistered project, and building defects that appear within five years of handover. Each problem shows a different remedy.
Tip: file without waiting. Dates, messages and receipts are easier to prove while they are fresh, and an officer can follow a clean timeline much faster than a scattered stack of papers.
You can use Form M to ask the Authority for a refund, interest, possession or compliance with the Act. Also use Form N to claim compensation before the Adjudicating Officer. Form L is different, it is the appeal form you file with the Appellate Tribunal.
The RERA complaint form you pick determines which officer hears your case. Filing in the wrong forum costs weeks, so match the form to the solution you want. Some buyers need both refund and compensation, others for refund and one for compensation.
The documents you need, agreement for sale, allotment letter, payment receipts, bank statements, identity proof and the project's registration details. K-RERA expects readable PDFs, so scan carefully before you open the portal. Complete files shorten background check and reduce clerical issues.
Agreement for sale and allotment letter
Receipts and bank records for every payment
Emails, messages and legal notices that show the promised date
The K-RERA/PRJ number and registration certificate
Identity and address proof
A one-page calculation of the refund, interest or loss you claim
For more clarity, assume that the buyer of a villa in a Kozhikode project lost a month because cheque payments had no matching receipts. Bank statements fixed the gap, but checked twice. Registered sale deeds help as well, and our guide to land registration charges in Kerala explains what those papers show.
Go to the K-RERA portal and choose login or new registration.
Select Form M or Form N based on the relief you want.
Enter your details, the promoter's details, the K-RERA/PRJ number and the grounds.
State one clear relief, such as refund with interest.
Upload readable PDFs of your evidence.
Pay ₹1,000 online and note the application number.
Correct any defects shown during scrutiny, then submit hard copies if the portal asks for them.
Note: portals change menus and rules, so read the current instructions before you pay. If a field is unclear, ask the K-RERA office instead of guessing, because a wrong entry can cause a second check .
The fee is ₹1,000 for a complaint and ₹1,000 for a compensation claim, fee can be payable through online. The Kerala procedure has also required printed copies, historically three sets sent by registered post. Confirm the current method on the K-RERA portal before you submit.
The builder needs a matching set, so a complaint against both a builder and an agent means more copies and more postage. I think you'll keep the postal receipt and a scanned copy of every set, along with an index of annexures. If a hearing notice goes missing, the receipt is proof of what you sent and the date.
A good draft is short, dated and specific. It includes the parties, cites the agreement and registration number, lists events in order, and ends with one clear request for solution. Officers read many files, so structure matters more than length.
Example: "I paid ₹32 lakh for a two-bedroom flat in Kochi. Possession was due in December 2024 and has not been offered. I request a refund with interest." That plain paragraph beats three pages of frustration.
It works best when your claim is documented and belongs under the Act. The Act sets a 60-day target to dispose of complaints, and unpaid interest or compensation can be recovered as arrears of land revenue under Section 40. Treat 60 days as a target, not a promise.
A typical case moves from notice to the builder, to a reply, to hearings, then to an order. Both sides get a chance to be heard before the Authority decides, which is why attending hearings matters. If the builder ignores a payment order, you can try to get recovery.
I think a complaint is strongest when the builder has no clear defence, such as a missed registered date with documented payments. It doesn't have much support when a buyer asks for everything and attaches nothing.
Search the project's K-RERA/PRJ number on the official portal to confirm registration, then look for case status and orders if the portal lists them. After filing, use your application number to follow hearing dates and orders on the same portal.
RERA complaint status updates usually show solution results, hearing dates and orders. Check weekly, because a missed hearing can cost you the case. If the portal shows a defect, fix it quickly, because taking too long to fix mistakes can put your case on hold
If you shortlist a house for sale in Calicut or a house for sale in Thrissur. You can run the same check before paying a booking amount. Confirm registration, also must read the sanctioned plan, and ask where the 70% designated project account is held.
Yes. If you or the builder disagree with an Authority or Adjudicating Officer order, you can appeal by using Form L to the Real Estate Appellate Tribunal. The Act allows 60 days from receiving the order, so note the date and check the Tribunal rules.
A builder who appeals a payment order must generally deposit money before the appeal is heard. That rule protects buyers from delay issues. It also means a buyer who wins at the Authority should not assume the matter ends there.
Appeals work best when they point to a specific error in the order. They get them to agree less when they simply repeat the original complaint, so quote the paragraph you challenge.
The main common mistakes are choosing the wrong form, missing payment proof, asking for unclear demands, ignoring checking corrections, attaching documents without an index and skipping hearing notices. Each is avoidable with a checklist and a dated timeline that an officer can follow in minutes.
Relying on verbal assurances is another scam. If a builder offers a new possession date, ask for it in writing. A short email after every call, summarizing what was agreed, gives you a record that phone calls never do.
Any affected buyer can complain to K-RERA under Section 31. Use Form M for refund, interest or possession, and Form N for compensation.
Documents and one clear relief decide how smoothly a case moves.
The fee is ₹1,000. Confirm current hard-copy rules on the official portal.
Track your case online and appeal on Form L within 60 days if needed.
A well-prepared RERA complaint rests on three things: the right form, complete documents and a clear request for solution. Confirm current fees, forms and copy requirements on the K-RERA portal and the 2018 Rules before you file.
